I'll be blogging under my Moniker "BloggyBayou" (Long Story, but Muckraker is "dead") and Bob will be posting under "Umpire" (Bob is a former trainer for the NY Mets)...All My old posts are there and this site will be up for a month or so for people still looking at some of my old work.

Bob and I have plans to bring in other bloggers from around Florida and we are going to try to make "Practical State" a must read for all things politics in Florida and beyond...

David Frum at "FrumForum" Completely Misreads The Afghan Situation

Here is a link to his article on the CNN website that was also posted on his Web site.  This is the kind of stupid stuff that is written by East Coast elites who never served a day at a strict Summer camp, much less the military.

Here was my response I posted on his web site:

Mr. Frum:
This flies right in the face of the surge strategy employed by Bush in 2006-2008.  IN SPITE of a hostile press and a hostile opposition, he managed to to get the situation under control.  This also meant using ROEs much more liberal and dangerous to civilian populations than advocated by McChrystal.  The problem is that McChrystal should have stayed at the 3 star level and a more mature, politically savvy 4-star would have been better at making Obama relaxing the ROEs (which were way too restrictive).  McChrystal was Obama's man (he even let it be known he voted for the man..A big no-no in the military) and while he might have held Obama in contempt privately, he obviously lacked the political skills to influence and get Obama to tact to the right on the ROE issue.  Petraeus has had the rules relaxed even before he is confirmed.  
Also, McChrystal is Special Forces through and through... anybody with any military background will tell you there is no group in the military more arrogant,insular and dangerous than Special Forces (especially SEALs).  You put them in charge of regular troops at your peril...  They are a tool that needs to be controlled and precisely used by regular Line officers who get the big picture much better than Special Forces...

Bill McCollum: Taking the Bull by the Horns: "I Found Skimmers" on Day 68

Bill McCollum, in a desperate bid to appear "pro-active" on the Oil Spill, announced on Day 68 of this disaster he has "found some skimmers:"

Attorney General McCollum: You a) have direct access to Charlie Crist who in turn b) has direct access to Barack Obama.  The Netherlands, in the first few days offered State of the Art Skimmers for our use.  Yet You, Charlie Crist and Barack Obama did nothing.  On day 60 they finally accepted  the help.

Why hasn't the Jones act been waived? Bush did it immediately in the aftermath of Katrina. Think you can get Charlie to call Obama and see what he can do about that?

Finally, here is direct quote from you:
“I don’t get it. There’s some real disconnect. It’s either incompetence or somebody’s decided we don’t need them,” McCollum said in an interview. “Why should we leave a single American flag vessel available? Why aren’t we calling them? I don’t know for the life of me.” 
Err..."Don't get it?"  Is that what we want in a Governor?!!!  Hell, If I were you and I was running for Governor, I would have been on this issue ON DAY ONE, bellowing out to the Press, Coast Guard and above all to the Administration telling them "I get this..This is a major Oil spill and you guys are dragging your feet and I ain't gonna stop raising hell in the media till you change your ways."

If this is your idea of taking "the Bull by the Horns", I think you did a lousier job than this guy in the picture.

Take Note FL Governor Candidates: A Father's Musings on Florida Comprehensive Assessment Test (FCAT)

I have had an epiphany with regards to FCAT.  After much thought and watching my son having to take this test for the past five years I have come to the conclusion  the way FCAT is administered is overkill for our students, for our teachers and for our budget.  Don't get me wrong, we need metrics to see where we need to improve, but we need to do it smarter and cheaper.   

The reason I am concerned about this is that I am a father of a son and he attends public school in Okaloosa County in Florida.  My wife and I are lucky. Okaloosa County, while not one of the most densely or urbanized counties in Florida, has one of the better public school systems in the state. But make no mistake, we as a state and as a country as a whole, are going to have to spend less money on our schools.  We are bankrupt as country and the free ride is over.  Cost saving measures are no longer an "if" scenario, it is a "when" and "how". 

I propose the first sacred cow to go is the way we administer FCAT.  Every year, every school in Florida abandons their curriculum for two (or more) weeks and cram for a standardized test.  This puts pressure on students and teachers (whose fate hinges on how well their students perform).  This is a sheer waste of time for my son, who is a smart kid and who is, according to Florida, "Gifted" (except when it comes to picking up after himself).  It is a waste of my taxes, my son's time and my son's teachers time for them to waste two weeks cramming for and a week taking the FCAT every year.  My son also hangs out with other kids as bright as he is and guess what, I'm pissed that my tax money is going to support a test that just interrupts these kids studies as well.  It is a waste of time, money and damn expensive.

This is not to say that we do not need to test to see how well our schools are doing, but what it means is that we need to statistically "sample" our schools for performance (let a statistician figure out how many schools need to be tested to give a valid sample of how our schools are doing).  I suggest we break the state up into 4 sections (by county), even out the 4 sections population wise and then, sample once a year the full spectrum of grades on Reading, Math and Science.  The FCAT folks then administer a NO NOTICE test to the selected schools from each section. (Randomly selected by a computer).  I say we are looking at impacting 10% or less of our schools to get a good snapshot of where our schools stand at teaching the basics.  Once a school is chosen and tested, it is out of the test loop for 4-5 years in their section and then are thrown back in the "test" pool.

The trick here is not to make ANYONE's job dependent on the test, other than the elected School boards and superintendents (as it should be).  Also, you take the fear out of the test by giving the selected schools that were sampled  a grant of money to be spent on infrastructure and/or hardware.  Above all, we scale back dramatically the amount of money we spend on FCAT.

From the annual results teachers, school boards and superintendents statewide will be able to see what areas need improvement, etc.  We make FCAT a tool for improvement, not a bludgeon on our students.  And, we save a lot of money, both measured in student/teacher time and administration costs.

This is just a rough idea.  I am sure it can be improved on..but the core idea: taking a statistical sample vice making FCAT Statewide is valid in concept.  It is either that, or dump it altogether.  We cannot afford this luxury, as it is currently implemented, stand.

I fully expect our Governor candidates to address the shrinking school budgets, both in the primaries and the general election.  I strongly suspect the one with the better ideas to improve  schools in the era of shrinking budgets will get a major boost (and votes) from concerned parents.

Bloggy Bayou Update on the Scott/McCollum Governor Fight

Rick Scott has posted on his website a rebuttal to Bill McCollum's trying to make an issue that Rick Scott has investments in companies that accepted money from Obama's infamous "Porkulus" Bill.  Once again, rather than coming up with innovative ideas, McCollum is going negative against Scott.  And once again, this has backfired in McCollum's face. It turns out that McCollum ALSO has investments in companies that have accepted.  Here is the link to the article.  It is long, exhaustive and densely detailed.  It should satisfy even the most finicky "Journalist"... If you want a short executive style summary, here it is Bloggy Bayou style:

Bill McCollum owns stock in Altair Nanotechnologies who received millions of dollars from the Obama "Porkulus" bill.  Without the "Porkulus" bill it looks like the company would have gone under and Bill McCollum would have lost all his money invested. The Altair CEO literally announced that they went after "Porkulus" Money because , more or less, their business model they were pursuing could not survive in a free market economy!

Other companies that Bill McCollum invested in that found a lifeline via "Porkulus" to save their failing businesses were Towerstream, ArcSight and Telkonet.  We are talking hundred of millions of dollars here folks. If you want all the details,  go to Scotts Website for the entire summary of Bill McCollum's investments that apparently depended on the failed Obama Stimulus bill for their survival.

It looks like McCollum has left himself WIDE OPEN to commercials pointing out his hypocrisy:  I mean, it is like shooting fish in a barrel.  For example, just off the top of my head, Scott could say:
Rick Scott has created businesses and good Jobs without Stimulus funds.  Bill McCollum depended upon Obama's Stimulus Bill to keep his own investment portfolio afloat. Who do you think would do a better Job in saving Florida's economy?  A man who has created jobs his whole adult life or a man who has only run for a job his whole adult life? The choice is clear.  Time for a Governor who knows business and how to create Jobs.  Time for Rick Scott….
Not a very smart move and it doesn't really fill me with confidence about McCollum's apparent "Tin Ear" as far as running his campaign so far.

Second, It looks like Scott has decided to fight fire with fire and has started his own 527 called "Let's Get to Work". Once again, the main difference is McCollum tried to hide his connections to his hired hit teams.  Scott is up front and honest about his funding of his own 527.  Like I have always said, throwing mud is a time honored and historical part of our Democracy these past 250 years or so... I don't object to it.. I just expect my candidates to have the "cajones" to put their own name on it.

It will be interesting to see if Scott does more than just sling mud and offers real solutions to real problems with his 527.  If he does, once again he will prove to be running a better campaign than the "hoary old man" of Florida politics.. Bill McCollum.

Charlie Crist Goes "Full Monty" with the Democrats

 Republicans of all persuasions: take a good long look at the invitation in this blog Post.  Charlie Crist goes "Full Monty" with the Democrats.  He is, without a doubt, going to caucus with the Democrats if elected.   You DO NOT accept money from these people and then vote mainstream, much less conservative Republican.  I say this as a one of those Mainstream Republicans.  If you follow my blog you will know I am for the Government staying out of people's lives and bedrooms.  I am a Republican because I believe that the principle issues confronting our country for the 20 years are a) The Economy and the ability to achieve the American Dream for my Son; b) Foreign Policy and the need to vigorously defend Western Civilization and United States interests from a backward, medieval form of fascism that threatens our lives and liberties and finally c) CUT the massive size of our welfare state... It doesn't work... just ask Greece.

Charlie Crist WILL NOT SUPPORT any of these issues.  He can't even call out Obama on his absolutely dreadful performance with the Deepwater Horizon spill.  All Charlie can do is stand for pictures behind Obama and then carefully pose on the beach next to a tar mat. THAT IS ABOUT THE SUM TOTAL OF WHAT CHARLIE CRIST HAS ACCOMPLISHED DURING THIS ECOLOGICAL DISASTER.   He can't even criticize Obama for going golfing and taking a vacation while this disaster occurred. Like or not, Obama has switched teams and has decided to go to "bat" for the other side.

His decision to run as an "Independent" (read Democrat) his turned him into a political eunuch when it comes to taking on Obama and his lousy performance.  Compare Crist to Bobby Jindal... Who would you want to take on the excesses of Obama and his team of Chicago Thug politicians?   A real Republican like Jindal or a Prima Donna like Charlie Crist, who demonstrated, without a shadow of a doubt, that his only loyalty is to Charlie.  Not to the Panhandle, Not to Florida and not what's best for our country.

Marco Rubio WILL stand up to the Obama Administration.  Charlie Crist will join it. I want a Senator that represents Florida.  Not one who is beholden to Obama and Democratic money.
